The filter he is talking about is the receiver/drier. The only reason to change it would be if it was permeated with moisture. That would only be the case if your car was leaking. If it has never leaked (a doubtful proposition to begin with), there would be no reason to replace it.
The first thing to check is the ventilation air filter, which is located under the aquarium cover. In fact, you should just replace it. Bob Davis recently mentioned that this helped him. Next, pop off the grill and try to turn the a/c condensor fan. It should spin easily. While you have the grill off, hose off the condensor (thing that looks like a radiator behind the grill) throughly. If there are a lot of rocks and bugs, get them out with a small screw driver.
If that doesn't fix your problem, make sure there are no air leaks around the blower motor/evaporator connection. Turn the ACC to LO and stick your hand in around the evaporator and blower motor. If there's an air leak, you will feel it.
The last thing to do is to empty the system, pull a vacuum for an hour or so, and then fill with 33 ounces of r134a. You can replace the receiver/drier while you are doing this. It's not a bad idea. I would replace the expansion valve also if you are going to that much trouble. You should be able to get these parts for a combined cost of about $75 from a site sponsor.
One caution I would give you is that skill does not equal knowledge. Lots of very skilled mechanics dabble in a/c. Some know what they are doing. Some don't. Trying to judge the quantity of charge by pressure alone is sort of like checking the wind by holding out a wet thumb. The best way to check on your car is to pull all the r134a out, put the system under vacuum to remove moisture, and then put 33 ounces back in. Another way to do it is to add r134a until the vent temperature increases, and then draw r134a out until the lowest vent temperature is achieved.
I am a little unreasonable when it comes to auto a/c, so I would probably change the ventilation filter, receiver/drier and expansion valve, pull a vacuum for an hour and charge by weight.
