The relay clicks whenever the compressor cylces, so I bet that's what you are hearing. It could be just a bad relay. On my 93, it's a standard relay used in about 10 different applications on the car. Try switching it with the fog light relay.
The anti-frost switch has to be near the evaporator. I have not gone looking for it on the new body style car. The anti-frost switch on my 91 is no good because it doesn't prevent the compressor from cycling. However, pulling one of the wires to it turns the compressor off. So, I am thinking that jumping the wires on the connector might give a steady run signal to the ACC. Provided that the switch is not expecting a certain voltage based on resistance. Which I don't know. But it looks like an on/off switch to me.
There is a fan fitted behind the grill in North America market 4 cylinder cars for sure. I don't know what Saab did in other markets, or with the 6 cylinder.
