you need to slacken the belt by pushing on the tensioner pulley bolt. The bolt is reverse thread, so pushing toward the back of the car will allow you to compress the tensioner. You'll need a 27 mm socket (I believe that's the right size) and a good breaker bar. You may want to have a helper to do this as mine took quite a bit of force and I could not push and reach for the belt at the same time. Haynes describes a tool you might fabricate that locks the tensioner in a position that would then allow you to remove the belt from below, but be sure you use stock that's sturdy enough.
Removing the wheel arch liner is pretty simple, just clean the little threads before trying to remove the nuts. On mine, you can take out only the front liner and get access to everything you'll need. And after all that blah blah, Quasi's site has a good description and photos.
