Except for the behavior in the ECON mode it sounds like the AC relay is cutting in and out more frequently than is normal. That would explain the erratic engine speed since the AC circuit increases the idle speed to compensate for the drag caused by the compressor clutch engaging the compressor. This could indicate a faulty pressure switch, bad relay, a bad thermal switch (if so equipped), or perhaps something else I've overlooked.
To the best of my knowledge, the ECON mode normally bypasses all of the AC circuits so if you are getting this behavior in this mode, it might also be the ACC unit itself. You can try resetting it according to the procedure in the owner's manual and in several postings on the BB. That's where I would start and then, if that fails, take it to an AC shop, unless you want to tackle a more detailed DIY approach - a la Robert Kaplan's turf...
