One thing I noticed is the hot wire to the blower motor has voltage whenever the ignition is on, and without regard to whether or not the ACC is on. YES - THIS IS CORRECT IT IS ALWAYS HOT IN RUN (+54 v)
From which, I deduce that motor function is controlled through ground. YES YOU HAVE THAT CORRECT. A VARIABLE GROUND VIA THE TRANSISTOR CONDUCTION
Is this not the case? Also, should there be continuity between to blower motor wires? YES THERE SHOULD BE CONTINUITY ACROSS THE BRUSHES WITH ARMATURE RESISTANCE - NOT A PERFECT CONTINUITY BUT CLOSE MOST METERS WILL NOT MEASERE THE RESISTANCE OF THE ARMATURE UNLESS VERY EXPENSIVE TYPE WHICH ARE BRIDGED.
