I believe that r12 provides faster cool-down. The 9000 factory r134a systems cool down faster than the converted cars, which I attribute to a different condensor and expansion valve. However, there is not an astromical difference. Ultimate cooling is not any different. The 9000 converts well to r134a, and there is no real reason to stick with r12 given the cost differential. This may not be true of the 900, which is the experience your mechanic is basing his recommendation on.
You don't say how old your car is, but it must be a 92 or older. Which means that all your ac parts are as old as the ones you are replacing. If you are sticking with r12, then I would replace everything now. Which is not as crazy as it sounds. If, back in 1998 when my first compressor self destructed, I had replaced the entire system, I would have spent less than I have spent since chasing leaks and other problems.
So, either convert and replace only what you have intended to, or replace the entire system and stick with r12, or replace the entire system and convert. It is hard to say which is cheaper in the long run.
The reason the local guy is telling you $150 for the drier is that his parts supplier is probably charging him $100. Very often, internet prices are much lower than the prices mechanics get from local suppliers.
