The 3-4 upshift timing is controlled in part by a relatively large volume chamber on the underside of the valve body. A spring inside this chamber frequently breaks on the 4HP-18, causing the transmission to hunt for 4th gear.
Changing the fluid regularly (ca. 25K or every 2 years) is a good PM practice, but it is unlikely to cure your problem. If you haven't have the tranny serviced, in addition to replacing the spring, the C' brake band should be adjusted and the system pressure checked.
