There is a can about 2" diameter ( that's the wastegate controller ) with a rod coming out that goes behind the turbo. Easy to tell ( from under the car ) if it's hanging loose.
I think you would notice if you were driving with 0 boost. How much shows on the gauge? There is a difference between "no boost" and "base boost". Base is about half way up the yellow, the waste gate needs to be working to get base boost. The car would be slower but stillo driveable. No boost means your gauge won't go into the yellow and the wastegate controller could be disconnected. The car would be truly gutless with no boost at all.
I'm waiting for some of the more experienced sorts to tell me I'm wrong here....
