Ok,
On my 87 9k T the fuse for the APC is in/above the glove box. Just open the glove box and flip that lid on the top. Just read the discription..
..but its not that.
I think that either the wastegate is stuck (a little open) or a vacuum line or the hose blow(off).

Check these things like so:

1. Look that APC (that yellow cylinder on top+ side of the Radiator. Its got 3 hoses. One goes to the turbo on the compressor. one goes to the wastegate on the back of the turbo. and one goes to the intake hose.
Take off the one that says "W" on the nipple of the APC. You will see that W after you take of the hose (I think its the side hose Left or Right). Suck on the Hose.!! Do you heae/feel something move/ allow you to suck with resistance? If YES Good. If No BAD well not horrible but that's the problem.

2. My money is on this option. The hose on the Turbo, the big Black one underneath has popped off or broken/cracked. That hose is where the compressed air goes after the turbo has done its job. Look under the car.
See the Radiator, see that thing in front of it (car;s front) looks like another Radiator, well that is the intercooler. Is that Big Black hose from the right of the Turbo connected to the left side fo the inttercooler?

3. Still under the front of the car, look at hose leaving the right side of the intercooler. Is that connected?

4. Stand up! You're looking at the top of the engine, thinking I hate SAABs but decide to look at the Throttle body. ( see intake, see left side of it. Big hose comming in on the side. Is ot disconnected/leaking?

Your turbo is not broken nor is the problem seriuos , if you can;t figure out the problem and take it to the dealer don't let them sell no new turbos.
