If you want to have the highest probability that the seal is going to hold, the way to do it is to put the timing cover on first and then the head.
On the other side, the oil passage is simply a large return to sump and is not under gallery circulating pressure so you may be okay. People replace the timing cover often without removing the head. However, you are at a point in the rebuild that it really wouldn't be that much more effort to take the head off and seal the joint properly. Since you haven't fired up the engine, you might even be able to reuse the head gasket. The proper way to install a head gasket is to retorque it after a few hundred miles anyway.
I'll finish by saying that if it were mine, I would install the timing cover first and use a new head gasket. This weekend, I just finished installing an automatic transmission that I personally rebuilt into my '90 9KT, and I constantly was asking myself, "If I don't do this right, how will I feel when I have to tear it down again, knowing that I took a shortcut."
