Saab used to use an APC valve to control turbo boost levels. I believe that APC meant Adaptive Pressure Control. The APC designation was eventually dropped and the APC valve became the BPC valve (only the name changed). BPC means Boost Pressure Control. This is the soleniod valve with 3 vacuum hoses that sits on the radiator shroud. The design changed somewhere around 1990 from a flat valve to a more vertical form. The purpose of the BPC valve is to sustain the maximum allowed boost pressure based on what the computers believe are the engine conditions. Basically what the valve does is control the opening and closing of an exhaust flap for the turbo. The more the flap is opened, the less boost goes to the motor.
Sometimes, people confuse the hooter valve with the BPC valve because the real name for the hooter valve is the By-Pass Valve (or BPV or BV). The hooter valve is located between the turbo hoses and the metal air intake pipe that goes to the throttle body. The purpose of the hooter valve is to prevent stalling by relieving boost pressure when letting off the accelerator.
