Someone else told me it happened to them (they had it welded), and it happened to my 91 recently. I think welding is the proper fix, although I attempted to use a toggle bolt. I sort of got a #10 toggle bolt to sort of work, but there isn't really room for a toggle to work properly (there are a couple of layers of metal and a layer of sound deadening material, all pretty closely spaced, PLUS curved surfaces - it's a mess). It turns out, though, that yes, you can drill right throgh the strut tower and probably get a washer and nut on if you take the wheel off. That's the non-weld way to do it. I still think welding would be a better fix. If you do drill, use a center punch and start with a small drill and work up; drilling on those curved surfaces is pretty tricky.
