I had the same thing happen on my 1990 SAAB. I was able to take a long piece of bar stock (about 12 inches by 2 inches by 1/8) and reenforce the mounting. I drilled a hole in the back support that the console attaches to, drilled mounting holes that matched the handbrake lever, and drilled a small hole just aft of the gearshift lever. I used slightly longer 8 mm bolts to mount the handbrake lever through the floor and bar stock, an 8 mm bolt in the back and a large sheet metal screw up front (#10). In the front I had to use about 5 washers to space the bar stock so that it was level. This arrangement turned out to be quite strong because of the long arm of the bar stock and didn't require welding or removing the seats. All I had to remove was the console and cut away some of the carpet around the handbrake lever. The whole project (hacksawing the bar stock, measuring and drilling the holes, and mounting) took about 2 hours.
