A thermistor is a special type of resistor that has a large temperature coefficient - i.e., its resistance varies greatly with its temperature. Most resistors are normally designed to minimize their temperature dependence.
Changing the resistor in the fan circuit will not change the temperature that the fan cuts in and will likely damage the circuit if it is replaced with one of the wrong value.
The fan cuts on when the temperature sensor in the radiator senses a temperature above its set point. Lower temperature sensors have been advertised on various sites. With my old 99, I used one of the unused switch positions on the dash to install a manual fan switch to prevent overheating - a paranoia that was caused by my temperature gauge constantly running near the red zone.
