controller fine, new relay, no 12V to compressor

Output at low setting, pin 38, is 10.5VDC and off is 0, so it appears to be fine. So it appears something is happening at the relay. Relay has been replaced with known good, but is not sending 12V out to compressor. No voltage is getting to compressor, checked with voltmeter and bypassed giving 12V and it worked. Opened up old relay, had alot of carbon inside and part of the windings were discolored. What next? What are output of the pins of the relay socket?
