The throttle position sensor is mounted on the throttle body in the engine compartment. The throttle cable runs to a lever on the throttle body - that lever opens and closes the throttle butterfly. The shaft goes all the way through, and on the other side (front of car) there is a black plastic sensor. Depending on the year, this is an actual position sensor or just a switch. I don't usually think about cleaning the sensor - it may need a position adjustment.
If you have TCS, there is a sensor at the gas pedal, because TCS cars are essentially drive-by-wire. That's why knowing the model and year helps.
If the idle is dropping slowly, it may be the throttle damper. Again, depending on year, right under the throttle arm on the throttle body there is a damper. It looks like a little flying saucer about 1.5 inches in diameter, with a plunger and spring coming out the top. When the throttle arm is released, it hits the plunger, which eases the throttle closed. It should catch the throttle a few millimeters above the idle stop, and ease it down in 2-3 seconds. It usually fails with no damping, so the throttle slams shut, and the idle drops too fast and the engine droops. If the damper is very dirty, it may be damping too much. It may also be adjusted wrong - you can adjust how soon it catches the throttle arm by screwing it up and down. If it's catch too soon, it'll hold the idle too high.
