OK, first: Can you vary the fan speed without switching to Econ first? You push and hold the fan speed buttons for the speed to change. The Auto light will go out, but this does not mean you are in Econ.
Second, did you locate the fan speed controller? It's in a slightly different location on your car than the picture on Quasi's site. It is at the end of the evaporator box right before the air intake to the blower motor. Carefully examine the electrical connector for corrosion. I would clean it and pack it with dialectic grease. The corrosion on the connector on one of my cars led to a short that melted the fan speed controller.
Have you run the recalibration routine? Push Auto and Vent (<->) at the same time to recalibrate. Pop the ACC unit out of the dash and look to see if there are 1 or 2 electrical connectors. The ACC unit for 1994 may be unique. The price quoted is reasonable if that's the case.
