You probably could use RTV, so long as it wouldn't wash away or wear away from the constant abuse that the brake assembly will put to it.
As for letting the anti-squeal stuff firm up prior to re-assembly, you're supposed to let it get tacky first, then assemble everything together, and it will cure to the rubbery consistency afterwards.
Basically what will happen is that the pad will adhere to the brake component (whether it be the piston on the inboard or the outboard side of the caliper) and will move along with this component (so long as the caliper is sliding along its pins, which is why you should lube those pins up before installing) if you use the anti-squeal stuff. If using the anti-seize stuff, the pad should stay where it is, and only the caliper component will move (exception: the inboard pad actually sets into the inside of the piston by means of a 3-prong clip so it will always stay attached to the piston). Typically, it is the outboard pad that does all the squeaking.
As I mentioned earlier, oem Saab pads (as well as many other manufacturers' pads) come with a flexible/rubbery material already attached/built-into the back of the pads. This could be why no squeal is heard for those of you who never have used any of the brake compounds. But, the PBR pads have no such stuff on the back on them, so it's just metal on metal (caliper to pad-backing) when applying the brakes.
In any event, if it don't squeak, leave it. In my case, I've gotta do something quick before my neighbors start putting out their trash cans thinking I'm the garbage truck coming 'round the corner!!!!!
