The generic recommendation is to have at least what is in the pan changed every 2 years. In front wheel drive cars, I think non-synthetic ATF should be changed every 15,000 miles. For your driving, sounds like every 2 years would be fine. It's inexpensive to change the few quarts of ATF--for that price, they must be changing the filter too.
In any case, maintenance is much cheaper than replacement.

If you are using non-synthetic, 6 months is probably a good idea. If you are using a good synthetic, then yearly/7500 miles is fine.

If you change at least as much power steering fluid as you can suck out of the reservoir every year, and replace with fresh, your power steering system will probably function well for many years.
Brake fluid should be changed every 2 years--it absorbs moisture from the air, and can cause internal gunking in the brakes. Again, fresh fluid is much less than new calipers.

Not likely. I recommend you use a dose of AMSOIL PI or BG 44K in the gas tank and see if that helps. It is relatively inexpensive ($6-20, depending on which one) and won't hurt anything.
