In the dashboard to the right of the steering wheel is a small bulls-eye hole. That's the cabin temperature sensor. It consists of a resistive temperature sensor with a little fan behind it. THe fan pulls cabin air in past the sensor. It also pulls in dust and dirt. Sometimes the sensor gets nicely gummed up with dirt, and sometimes it gets so dirty that the fan stops. If it can't measure the cabin air temp, temperature control goes bad.
Peer into the sensor with a flashlight. With the car off, you should be able to see the blades of the fan. When you start the car the blades will dissapear, indicating the fan is spinning. If it isn't, that's the problem. I also expect the sensor (cylinder just behind the grill) looks more like a wooly caterpillar. I like to clean it with compressed air - the clean air from a can, like they use for cleaning camera lenses works nice. If I lubricate the fan, I like to use a spray teflon-type lubricant, the kind where the carrier evaporates. I don't use silicone or worse, WD-40 type oily lubricants. Those just cover the sensor with goop that captures more dust and dirt.
If the internal sensor isn't working right, the temp won't be right.
