That's the sign of a lower temperature thermostat. Now, that can be due to an actual lower temp thermostat, or a stock thermostat that's failing.
If the thermostat sticks open, or if it just gets sticky and won't close all the way, your car will run colder. And yes, it can also be a bad temp sensor.
Very roughly, the gauge at 9 o'clock is about normal, maybe a tick higher. It can run higher in hot weather, but shouldn't run much lower in cold. Yes, it will fluctuate depending if you're driving the car hard, or stuck idling in traffic with no airflow.
I've got an 82C thermostat, and the gauge is at about 8:30. Any lower, and you won't be getting much heat on a cold day. Remember, that gauge is not linear - the temp sensor runs through the EDU and gets 'shaped'. I believe a millimeter of movement at the low end is a lot more degrees than at the high (hot) end.
If your thermostat is more than 2 years old, replace it.
