As Jim said, 1.7 ohms is a good starting point. You need a low resistance since that motor draws a LOT of power. That's why nothing happened with the 4W light bulb - 4 watts is probably not enough to make the motor turn at all. Just for comparison, the motor probably draws ~125 watts at full speed.
The resistor is going to throw off a lot of heat, too, so that's another issue you need to deal with.
As far as wiring goes, you want the resistor in SERIES. If you put it in parallel, all you'll get for your efforts is blown fuses!
By the way, not 100% sure about this, but I think if you visit your local junkyard and locate a 9000 that does NOT have automatic climate control, you'll find a nice resistor assembly where you'd normally expect to find the speed controller.
