Tim, I was just sitting here thinking about addressing that same issue, as I had the same problem on my '98 CSE.
I took my car to the Saab dealer with a high idle and they said they thought it was either the idle motor (I assume thats the same thing your tech called an idle valve, because it has a valve in it, and the price is similar) or the ECU. To find out if the problem is the ECU they are supposed to remove the electrical plug from the idle motor, and see if there is electrical power to pin number two (second from left as you are looking at plug) with the ignition key on. On my car the tech couldn't even get at that plug to pull it off without spending over an hour or so removing the throttle body. At $100/hr shop rate, the price would esclate pretty rapidly, so he showed me the diagram in the maintenance manual, so I could go home and do it myself. The other suggestion he had was to try cleaning the valve itself to see if that would cure the problem. If both of those suggestions failed, he said the motor would have to be replaced. As an afterthought, his third suggestion was to make sure the inside of the throttle body was clean at the port to the idle motor. To clean that, you have to hold the throttle plate open while spraying throttle body cleaner in there. When I got home, I did that and the problem hasn't reoccured.
