You were right to follow the offending vehicle, but don't EVER let the "following" develop into "chasing". What you need is the vehicle registration number (licence-plate in N.America?)and a good description (colour, distinguishing marks if available)of the offending vehicle with make and model if possible. Then, as soon as practicable (i.e. right away!)make a written account of the offence, describing exactly what happened, where it happened and when it happened. You should note the time at the time of the offence, you only have to look at the clock. Make sure that you and your own car are street-legal before going to the Police, as they have a duty to look at every vehicle and driver involved in an incident, and that includes you. Now you have enough evidence to make a sustainable report to the Police, of which I'm one, here in Hong Kong. I carry a small tape-recorder in the door compartment of my '93 9kCD to record the details I've mentioned above. I normally take ot 2-3 traffic summonses a day only on drivers who are complete arseholes on the roads during rush-hour.
Remember, you can give a complete evidence dossier to the Police, they can gather forensic evidence (easy in your case) but they still can't prosecute unless YOU are prpared to stand up and give evidence in Court. You HAVE to help the Police to help everyone else on the road!!
