We got into a huge argument about that issue here a couple of months ago.
While other folks feel differently, my opinion is that while it's not quite "right", it is "normal".
I've got a '97 and investigated the problem fairly thoroughly. Tracked it down to a high resistance either in the wire going from the junction block near the battery to the relay/fusebox in front of the battery, or a crimped connection inside that box. What happens is that the headlights and auxiliary fan are both powered from that wire/junction. When the a/c compressor kicks in, there is a momentary large current draw as the aux. fan gets up to speed. This large draw causes a voltage drop in that circuit, which causes the lights to dim.
At some point I'm going to tear into that box and try to diagnose/fix the issue further, but at this point it doesn't seem like anything is "broken". The problem hasn't gotten any worse during the 8 months I've owned the car. And from looking at this BBS, the symptom seems to appear on a lot of these cars.
