Alternator failure?

The story so far:
Started normally, although I let go of the key and had to try a second time.
After about 4 miles, just on to the motorway, checked through INFO.
Voltage was 10.8 (normally 13.6 running).
Switched off main lights and continued on my way to work - didn't want to end up stranded unable to restart. (I know, I should have gone back home or to the nearest Saab dealer, but I had a meeting to attend.)
Voltage dropping steadily.
Another 12 miles or so, down to 9v and radio went off.
Another mile, almost at work, down to 8.4v, I think - instruments went dead.
Power steering still OK and looks as though serpentine belt is intact (had trouble with that before).

Supposedly knowledgeable colleague says it's the battery, but surely that would have shown some signs before suddenly failing, and the instruments would have shown close to charging voltage 13.6 even if the battery was not holding charge, as long as the alternator was doing its stuff?
So, does the alternator fail in this way? The voltage regulator? Something else?

Anything I can do to check it in the dingy indoor car park with just a multimeter and adjustable spanner, before I get the local Saab dealer to take away the car and my money?
