Aaron,
Here's a couple ideas for ya!
First, you may be pleasantly surprised with your wastegate repair. Those clips are indeed hard to get off, and unless it rusts may fix the problem for a long time. If it does come off, here's a question: the pin in the wastegate arm that the actuator rod goes on, did it have a groove in it? I think in the original factory scheme, there was a circlip in the groove and that was the primary way of holding the mechanism together. The hole was for a tamper-seal thingy.
Re the steppers, the self-test definitely *should* detect almost any malfunction external to the ACC brain. When the self-test is done, it switches the system between "heat" and "cool" and monitors the temperature. If it shows no faults but there's no heat, the ACC brain itself may be bad.
One thing you might try is to warm the car up and run the self-test again. *While the test is running*, see if hot air comes out anywhere from the system. If it does, there may be a sensor that's telling the control unit not to provide heat - for example a failed interior air sensor. If it's not completely failed, i.e. shorted or open, the self-test may not be able to detect the problem. I think a problem with the outside temp. sensor could cause this too.
