On the earlier body styles at least there are two latches, one on either end of the crack between grille and hood, which are release by the hood release lever. These allow the hood to move up enough to manually undo the third catch.
After the cable broke on my '87 I started popping the hood this way all the time. A flat bladed screwdriver with a long shaft is just perfect cfor releasing these latches.
