Engine 'Hunting' and electrical 'blips'

Having got my aero back it may have a problem.
After 6months sat stationary the battery is totally dead, i don't mean needs a jump start, i mean can't even power the dashboard lights after 30 mins of the engine running!
The car was towed with the throttle cable jammed open slightly so it would always stay above idle (It would stall without this)
I noticed every now and then the engine would rev up and down by about 1000 revs from 1000 to 2000 and this would happen this 'hunting' would happen for a period of time.
The up and down of the revs would be regular and i noticed that everything electrical would lose power for a fraction of a second (almost like a relay cutting everything) then continue normally (this was 'regular' as well).
This would all happen about once a second.
Could it just be that the usless battery is causing these electrical problems?
Any ideas welcome.
