after I got my car back from my clutch job on my '86 9kT. Sometimes when driving, a loud buzzing/whizing sound came from the speedo, and the gauge would go crazy and read 50 km/h too fast. I think the problem was the point of cable connection behind the speedo. For some reason, mine does not fit snug, and a small amount of misalignment made it loud.
All I did was play around with the cable by pulling/pushing slightly around 1/2 inch, accessing from behind the master cylinder next to the firewall. The problem never returned.
Pop open the hood and remove the thin cover on the drivers side to get access to the clutch master cylinder. There should be 2 cables that appear to go into the interior of car. One is electrical wire bundle and other thins stiff one is the speedo cable.
You could also remove the dash, and get direct access. Its possible the cable has slipped a bit.
Good Luck,
Dan
