If you can be sure that the radio is getting all its proper power (AND GROUNDS!), then it sure does look like a radio problem.
I assume the cassette portion wasn't working before the battery swap, seeing as there is no way to test it if you can't put the code in.
I see three choices - new aftermarket radio, used radio (junkyard, ebay), or get the radio fixed. You can probably get a decent aftermarket radio cheap, but there is the hassle of installation. I'd go with this option if you want to upgrade the sound.
Used radio is a good approach, just be warned that (1) make sure you get the RADIO CODE!, and (2) stick with '89. Saab was notorious about changing the configuration of the radio from year to year. Some audio experts out there may be able to definitively say which years had the same radio, but I can't. All I know is that in my experience, radios from one year don't fit into cars from a different year.
Clarion will fix your radio for a flat fee of $80. Send it to them with a check for $80, and a description of the problem, and you'll get it back in about 3 weeks. If they can't fix it, they send it back with your money. Some folks have had bad luck with Clarion fixing their stuff. I've had nothing but good luck. Such is life.
