Hey Miranda,
I also live in San Luis Obispo, and if you are taking your car to Morin Brothers, then you are getting some of the best Saab knowledge in the country. Mike knows Saabs inside and out. If you have taken your car to them and they haven't been able to fix it, then I'm sure you are looking at replacing either the Traction control computer or the Throttle body. Both of these parts are very expensive(like $700 each) which is why they have not replaced these parts and you still have the problem. My car also is suffering from similar problems as yours and is being fixed as I write(hopefully). If I were you, I would take it back to Morin Bros. one last time and tell them to fix it for good(if you have the money to). Otherwise if you don't want to see them anymore, I might be able to help you if you will be in town over christmas break.
