Ammeter will measure this. And F.W.Bell makes a great little non contact mA ammeter for only $650.00US. It is the only one that I know of for sensing 0-2000mA range. Trust me, use a meter with gator clips on one of the battery posts to it's lead with the motor off. Generally you'll get a digital mutimeter with a 10A range max so you will be able to see those leaks. F.W. also makes mountable sensors for about $40.00US but they are only for 85°C max temps.
Big hint.>> Make a fuse lead jumper by using a blown fuse, solder a couple of meter lead wires (about a cubit long)to it with meter banana plugs on the ends and you have a current measuring interceptor to test each fused circuit for its draw. Plug and chug.
P.S. the lay on meter Steve speaks of has been around for a long time and it VERY helpful (and cheap) in testing amp draw on the starter. It is just a repulsion vane which rides the emf from the current flow.
