LesH has it. The TCS gets wheel spin information from the ABS system. The ABS is constantly running self-tests, even while driving. When the ABS detects a problem, it turns on the ABS light. The TCS light comes on at the same time, because the TCS can't work with the ABS out.
Two probable problems, both associated with the wheel sensors, as LesH says. The ABS does two major tests - in one, it checks if the wheels are all going about the same speed, if the brakes are off and one wheel is going slower (or not at all), the ABS knows the sensor is bad. If one wheel shows faster speed, then it assumes it's spinning, and uses the TCS. The other test measures the resistance of each sensor, and if they're not all in the same band, it lights the ABS (and therefore TCS) light(s).
If it goes away and stays away, well, great. Chances are one sensor is just on the hairy edge, and occasionally falls over the tolerance line. This is probably due to a worn cable from the sensor to the ABS box, or a poor connection at the harness. If it happens again, go to a dealer or independent with Saab experience and equipment, and have them read out the ABS fault code. This will zero you in on the bad sensor. Again, it may not be a bad sensor - just a bad connection. It helps to know which sensor is acting up. Otherwise, just break and make all the connections from the sensors to the ABS box (this cleans the contacts), and hope that does it.
