To answer the question, Yes, the pictogram will only light when the burned out bulb is supposed to be powered.
Again, all the pictogram circuit does is compare the left and right bulbs. It does this for brake lights and headlights, and (* I think *) the rear running lights. If the left bulb is burned out and the right one is fine, and you hit the brake pedal, current will flow through only the good bulb. This is an imbalance, and the pictogram lights up.
If you aren't pressing the brake pedal, the current through the good and bad bulb are the same - zero. No pictogram.
