Using the 1990 UK handbook I have before me, the 2.3 non-turbo engine puts out 150 bhp with 156 lb ft torque at 3800 rpm. I guess your turbo, assuming it has a cat, has 165 bhp and 195 lb ft at 3000 rpm (non-catalysed cars have 175 bhp).
In terms of performance, Saab say the 2.3 non-turbo will get to 60 in 10 seconds (11 for an automatic) and top out at 127 (auto 124) mph. Overtaking times like 40-60 and 50-70 will be substantially slower.
No fuel figures or personal experience but should have thought the fuel economy was much the same, maybe a few percent better with the bigger non-turbo engine on the open road but a bit worse in town.
