Having a 94cs and a 94cs turbo, both 5 speed, I can tell you the cs is of course a little underpowered. Both have a flat torque vs rpm curve. The most prominent difference is the cs revs higher to reach that plateau as the turbo. But that doesn't mean the cs ia a slouch. No SAAB that I know of will be gasping for air climbing a prolonged uphill incline. The cs is certainly no exception albeit at only 146hp. But if you are used to the 200hp turbo, sure it is underpowered.
