I wouldn't go by turbo color/temperature. Turbos get hot. Actually, you're probably seeing exhaust plumbing, because your car has a water jacketed turbo.
It's NOT safe to assume the BPC solenoid is the cause of low boost (I assume base boost). The solenoid can be working just fine. You can get low boost because the APC is telling the BPC to reduce boost. There can be a wiring problem between the BPC and APC box. There can be a plumbing problem. There can be a problem with the Wastegate Actuator, or the linkage from the actuator to the turbo itself.
There have been many posts on Base Boost. This is a complex problem, unfortunately.
