Question: when the W hose is removed does it "only" go to the red? With that hose removed, the boost should want to go wildly out of control - it should be able to hit fuel cutoff if floored at 2500 RPM. If it's not making that much boost, there may be a turbocharger or wastegate problem, or possibly a clogged catalyst or restriction elsewhere in the exhaust.
Otherwise, as Dr. Boost said, following the standard troubleshooting procedures for "basic boost" should locate the problem. Or, do a search on this BBS for "basic boost" or "base boost", there are discussions about this fairly frequently here.
I definitely would not just tighten the wastegate rod indiscriminately. If the base boost is out of spec, the wastegate can be adjusted to correct it, but I suspect your main problem lies elsewhere.
