How do I reset my ECU?

I have a 1995 Aero and am trying to reset the ECU. I checked the BB and found pulling the fuse 23 was a way but I tried that (out for an hour or so) and don't know if it reset or not (no change). I am trying to get my car out of base boost still.
Also, are there signs of a bad 02 sensor? Not sure when last replaced, if ever. Perhaps erratic idl(which this car has, 96K miles)
