Disconnect the negative cable from the battery, wait 10 or 15 seconds, then replace. This has always worked for me.
Assuming your problem with base-boost is a lack of boost beyond that point (about half-way into the yellow on the stock gauge), the most likely source would be the BPC solenoid, located on the fan shroud. It has one electrical and three vacuum connectors, and the best test is to try a known good unit to replace it with for testing.
If your's is faulty, there's a small chance it can be revived by spraying some penetrant/lubricant (like Liquid Wrench with Teflon) in the vacuum ports, then slinging out the excess. I've had this technique revive one and fail on a second, and a few others on this BB have reported successes doing this. It can't hurt if it's not working anyway, as both new and used solenoids are expensive (>$200 and ~$75 respectively).
