something in between, you closed the switch even more and the brake light stayed on.
This is a somewhat common problem with older 9K up to '92 or so, not usually for newer ones like you have.
Remove the piece of paper, then pull up on the brake pedal, if the brake light now turns off, then it most likely is the switch. The cruise control switch I believe is the bigger of the two, you can play with each and see which one activates the brake lights.
As mentioned by an earlier post, the switch is relatively inexpensive, even from a dealer.
