The '93 is certainly a balance shaft motor. Actually there are 2 balance shafts. The balance shafts themselves are counter-weighted shafts, driven at twice engine speed.

Their location and the timing of the counter weight is selected to counter the natural harmonic vibration of a straight 4 cylinder engine.

As I recall, the tensioners for both cam and balance shaft are activated hydraulically but they also have a rachet that holds them firmly in place.

Right around '93 Saab went away from metal rubbing blocks to some type of plastic. The plastic is supposed to wear much better, however, if the motor ever overheats badly the plastic can melt and wad itself up in the oil passages.

Aside from being lots of work, the high drama of cam chains or balance shafts is first of all the head gasket. Removing the timing cover undermines the head gasket. The manuals recommend that the head be removed, however if you're careful and or lucky it can be done without removing the head.

If all you are changing is the tensioners you shouldn't have to remove any of the chains. That eliminates the second difficult element, getting and keeping everything lined up as you torque stuff up.

I would make sure this wan't just the belt or a bad belt tensioner or idler or some such before I dove into the motor. I've never owned a '93 but as far as I know failures in the timing chain and balance shafts are pretty unusual for the later model motors unless they've been driven with no water and have over heated badly.
