I'm presently working on a new generation fighter (not in the Low Observables group, but with them), and I'm not aware of any active paint or high magnetic field requirements. But all the paint in the world does you no good if you have flat panels, lines, or gaps. F-15 and F-16's have low radar signatures, but they are far from 'invisible' to radar. It takes the very radical shapes of the Stealth fighters to produce very, very low signatures. And the modifications you'd have to make to a car to eliminate the signature from the radiator, windshield surround, hood gap, headlights, etc., are totally impractical.
The only practical way to make your car 'invisible' to radar is to jam the radar unit. Of course, when the cop sees you drive by and his radar gun goes crazy, he'll chase you down anyway. Not only have you violated state speeding laws, a jammer is a Federal violation.
