I've heard of dead, but I've never heard of 'practically dead' heated seats.
For 'dead' heated seats, the most common problem is a broken heating element, usually in the lower seat cushion. Easy to determine - you can do an ohm check at the connector under the seat. Easy to fix - resolder the break. Check Quasi's site, or do a search on 'heated seat' for considerable info on the subject.
"Practically Dead" to me means that the seat doesn't heat up very hot. That could be due to a few problems. One could be a simple bad connection - either at the connector under the seat, or my guess, a bad ground from that connector to chassis. If current won't flow, you get no heat.
The other possibility is the controller in the dashboard. Either the relay contacts have pitted up, and that's the bad connection, or the controller electronics and or rotary switch have given up.
Swap the controller switch from the 'dead' seat into the 'nearly dead' seat and see if that fixes the problem. If so, you've got a controller problem. The dead seat is probably just a broken heating element.
Again, check Quasi (http://quasimotors.gar.net/), and do a search on heated seats. You'll find a lot.
