If the ABS system sees a failure, it will latch that failure until the car restarts. So if just once during your wet drive a sensor goes out of range, the light will come on and stay on. Since it always seems to clear, it must be something 'right on the hairy edge'.

If I had to guess, and it would only be a guess, the problem is in a wheel sensor cable. That's the wire from the wheel sensor up to the harness. That cable runs through the wheel well, and not only flexes a lot, is subject to water spray from the tires. My guess is that there are some fine cracks in your now 15-year old cables, and some water is getting into the cable. Under just the right conditions, that screws up the faint signals from the sensor enough to trip the self-test.

To back up this guess, does the ABS light tend to come on more often when you're going slow/coming to a stop, as compared to just popping on at highway speeds? The signal out of the sensor is a pulse that comes more often as you go faster, but it's also higher in amplitude (higher voltage) the faster you go. At slow speeds the signal is pretty low. The ABS system won't do a check below a certain speed (can't remember it off the top of my head) because the signal gets lousy at slow speed - it would be the time the extra moisture would be the biggest problem.

If so, the best fix is to find the bad cable/sensor and replace it. That's best, but far from cheapest. I wonder if you could coat the cable with something waterproof and flexible - some sort of flexible spray-on rubber or something. Just make sure that the cable has had a few days of very dry weather, otherwise you'd seal in the moisture. I'm just wondering here. Whatever you used, it would have to be very flexible, because a stiff cable will just crack where the coating stops. Not good.
