To be polite, the dealership's explaination is pure crap. They haven't diagnosed the problem, and don't really seem to want to. In general, electronics does not fail gracefully - it works or it don't.
When you say
'bounce around', do you mean bounce around in the red? It's normal for the boost to go to the red line (between yellow and red), and then drop down a little. If it goes into the red and then drops to mid-yellow, that's more of a sign that the engine is knocking and the APC system is compensating. If you're not running premium fuel, try a tank and see if that helps. Of course, the exact right NGK plugs gapped per factory requirements is an absolute must.
I would make sure the plugs are right. It might be a sign of a DI (Direct Ignition) cassette going, but make sure it's a real problem first.
As to 300 hp - no, that's not condusive to an everyday driver. Yes, it will stress the engine. But the big stress point is the transmission that's got to take close to 100 HP more than design. And Saabs aren't known for stout trannies. I would never try it with an automatic, and it doesn't signal a long life for a manual.
Yes, you can say you'll be careful, shift gently, and not use the power all the time. But what good is having 300 hp if you don't use it?
The original 9000 engine/tranny was pretty much designed for 160 hp. Upgrades put it to the very low 200 hp range, but the tranny didn't really get much stronger. Others may disagree, but I can't see taking a 100K mile car and increasing the HP by 50% over design and expect to get many 10's of thousands of miles out of it without incident.
