I can answer a few of your questions.
From your given description, it seems like your fan is working properly.
For a two speed fan with a two stage fan switch, and with separate high and low control relay setup, the high speed should rarely kick in if ever in normal driving conditions, even in stop and go traffic in summer. The resistor is for the low speed circuit and it should be there.
I think you really have to push the car in extremely hot weather to get high speed, I would imagine something akin to towing a trailer going uphill somewhere near Death Valley.
The fan may run after you turn the ignition if the coolant temperature is above your fan switch temperature (82 or 89 depending on which fan switch you have) setting for low speed. The fan would run even after you shut the car off and until the coolant (sensor to be exact) temperature drops below the low speed fan temperature setting.
If you fan is running before turning the car off, it is most likely the fan will continue to run until the coolant temperature drops below the low speed setting. If you fan is not running then it is likely that the fan won't continue, except maybe after a hot run, where after you shut the car off, the coolant temperature rises above the low fan setting. This does happen quite often during summer time.
I don't know about the new three blade fan as I haven't had the need to buy a new fan for both our 9000s. If it is from a reputable Saab dealer, I would imagine they checked before selling you the fan. Maybe Anders or someone who has the parts catalog handy can verify.
