'91 9KT failed NY emissions

I see there have been some postings in the last few months about emissions tests, so maybe someone can help me. My '91 9KT (127K miles) failed New York State emissions yesterday. My mechanic is going to take a look at it, but I'd like to know what to anticipate (and to know if there are any easy DIY fixes).

The figures are: HC 0.88 gpm (limit is 0.80)and NOx 2.31 gpm (limit 2.00). The CO passed, at 10.96 gpm (limit 15.00).

The car got a new idle control valve and APC solenoid in January; it got new plugs and DI casette year ago; new O/2 sensor about two and a half years ago.

Any ideas what the problems are?
