Measure voltage on small blue wire on pin 2 of thr controller connector. Should be from 12 down to near 0 to act as steering signal from the ACC. If you have it ACC is OK.
Transistor should have a 10:1 resistance ratio between each of it's three legs minimum once it is isolated from circuitry which should happen when unplugged. Open up the housing. Devices can fail open or shorted in the electronic world. Heat will generally cause them to fail open and high voltage spikes (lightning or jump starting in the case of autos) generally will cause a tunnel to burn through the material and create a low ohmic path (short).
Heat sink compound has to be applied to assure the new transistor looses its heat to the fin assembly.
